Joseph de Raismes

Joseph de Raismes, III, J.D. - Joseph de Raismes, JD, III, currently serving as pro bono General Counsel to Mental Health America, was City Attorney for the City of Boulder, CO for 24 years, retiring in 2003. He served as interim City Manager for one year. He received his B.A., magna cum laude from Yale College and his J.D. from the Harvard Law School and is a recipient of the Order of the Coif from the University of Colorado law faculty. He served as Regional Counsel for the Mountain States Regional Office of the ACLU for 3 years. Then, for 5 years, he was First Assistant Attorney General in charge of the Human Resources Section of the Colorado Attorney General's office, dealing with all of the human services functions of the state. He has served as Adjunct Professor of Law at the University of Colorado School of Law and President and Trustee of the International Municipal Attorneys Association. Joe has been involved with mental health issues as a litigator for the ACLU and the state, as a mental health center board member for over 20 years, as a member of the Colorado Mental Health Planning and Advisory Council for 12 years (6 as Chair), as a founder and member of the Board of Directors of the National Association of Mental Health Planning and Advisory Councils for 9 years (6 as Chair), and as a member of the NMHA Policy Committee for the past 8 years.
